In the predecessor Assassin’s Creed Odyssey, players are able to make arrows with wood, among other things.
In Valhalla, this feature seems to have been removed. You probably can’t make arrows in this game.

How to get arrows
The best way to get arrows is by going to enemy bases or even your own allies’ bases. For e.g. Soma’s base in Grantebridge does have arrows for looting.
There are arrow holders almost anywhere in the world of Valhalla and you’ll definitely encounter them in raids regularly.
Upgrade the max arrow capacity
Since arrows can’t be crafted directly from the inventory menu, you should upgrade the max arrow capacity.
You can do so in the inventory and it costs some materials to upgrade it each time.
The upgrade will come in handy as you can hoard as many arrows as possible before a fight.
