To begin the world event, get to the location shown below, marked by the map marker.

Talk to the madman near the stones to begin the world event.

Count the stones

You’ll have to count the stones first.

The answer for the first counting is 21. Tell him the answer and he’ll ask you to count again.

Count the stones again. You’ll realize that the number has changed.

This time, tell him the answer of 26.

Count the stones again for the last time and the stones have shifted yet again.

This time, the answer is 23.

After the third time reporting to him, the whole place will be whitish.

Just walk around until the screen goes to black.
