Cetus Island is a floating island in the region of Navia in Tower of Fantasy.
You’ll be required to go to that island some time in the story mission.

How to go to Cetus Island
As the island is too high for the usual jetpack, you will have to wait for the story mission.
After you’re done with helping Bai Ling with her Shelter 201, you will be able to shut down the Omnium Tower in Banges.
The next objective requires you to go to Navia. In Navia, you will meet Melo and Hanna.
Do the story mission until you’re able to sit the hot air balloon up the island.
Once you’ve reached the island, you’ll unlock the spacerift in the area. It will allow you to fast travel there.
