Your objective is to find out what the First is up to in Neon.

Go to Neon
To begin, head to Neon in Volii Alpha.
Talk to Jaylen Pryce
Enter the Freestar Rangers building and speak to Jaylen Pryce.
Follow him outside.
Talk to Billy Clayton
Jaylen will bring you to the Ebbside to meet Billy Clayton who knows more. Talk to Billy.
During the conversation, you can ask him for intel. No payment is needed.
He’ll then ask you for a favor. You can either help him with the loan shark or try to persuade him and save time.
Confront Emmet Goodman
If you had agreed to help him, you’ll need to find the loan shark Emmet Goodman.
Talk to the Syndicate guy in front of the building first.
You can try to persuade him to enter or to pay 1000 credits.
Go in and talk to Emmet.
During the dialogue, showing the Freestar badge is useless.
Next, you can negotiate with him, persuade, pay 4000 credits or attack him.
I chose to persuade him instead with level 3 persuasion.
Return to Billy to tell him that the issue is solved. He’ll then give you intel.
Confront Grace Early
Next, head to Madam Sauvage’s bar. Talk to Grace Early.
During the dialogue, you can persuade her to get information.
Talk to Alex Shadid
After knowing what had happened, return to Alex Shadid in Akila City. He’s the guy you can give the slate to.
Talk to the Marshal
Next, talk to the Marshal.
The mission ends here. You’ll earn 9300 credits.
