Proper Tea Theft is a side mission in Paradiso in Starfield.
Your objective is to help Kumar obtain a recipe by a sommelier staying at Paradiso resort.

To begin the mission, go to Paradiso. In the resort hotel’s lobby, you’ll see a Luxe Cafe. Talk to Kumar.
Obtain the Tranquilitea Secret Recipe
Head up to the rooftop bar using the nearby lift.
You’ll see the sommelier named Rowan Masterson. Talk to her.
You can then either persuade her to give the recipe or pay 4,000 credits in the dialogue. I chose to persuade for free.
I used the following options:
[+2] Please? I’m just a big fan of everything you’ve done for Tranquilitea.
[+2] Surely there’s no harm in sharing your new recipe.
[+3] Sharing the recipe with me can’t hurt, right?
[+5] (Lie) I promise you, the secret will stay strictly with me.
Return to Kumar
After getting the recipe, return to Kumar downstairs.
You can also persuade him to give a better reward. Threaten him to not do this deal.
The mission ends here and you’ll get 2,000 credits.
