Defensive Measures is a side mission available in Akila City of Cheyenne system in Starfield.
Your objective is to talk to Davis Wilson and later help Keoni Alpin place sensors.

To begin the mission, talk to Davis Wilson in Akila City.
Speak to Keoni Alpin
After listening to Davis Wilson’s point of view, talk to Keoni Alpin who is nearby.
Place Keoni’s sensors
She’ll ask you to help place sensors in four locations to prove her theory.
Head to the location and place Keoni’s sensors.
Talk to her when you’ve done so.
Get the guard to leave the tower
Next, you’ll need to distract the guard somehow. You can either get him to leave the tower or (optional) steal something in front of him.
If you choose to steal something from the shelf in front of him, he’ll chase after you. Then, you’ll likely be brought to prison with a small fine and you lose all your stolen items and contraband items.
The better way might be to persuade him if you have a good enough persuasion level.
Otherwise, you may need to pay him 1000 credits or steal something and get caught.
Talk to Keoni Alpin
When you’re done, talk to Keoni Alpin to complete the mission. You’ll earn 5500 credits.
