Wanted: Whistleblowers is a quest available in Downtown of Goat Simulator 3.
Your objective is to capture three whistleblowers named Goldilocks, Big Bad Wolf and Tinkerbell.

When you reach the area, you will three cells for three people.
The three of them have their posters on the wall.
The first whistleblower Goldilocks can be found quite near the police station. I don’t remember the exact location for this one but you’ll hear her whistling on the street.
Tinkerbell location
As for Tinkerbell, you’ll find her quite near the comedy bar.
The exact location is shown in the map below, marked by the goat icon.
Big Bad Wolf location
You will find Big Bad Wolf at one of the higher floors on a building.
The exact location is shown in the map below, marked by the goat location.
After you bring all three of them to the cells, you will complete the quest.
