To begin the rumor, you have to talk to Monk at Pyloon’s Saloon.

Check your hologram map and you’ll see the rumor icon on it. That’s the location of the musician and her droid.
Head there and you’ll see Ashe Javi and her droid just waiting by the pond. Talk to her and she’ll agree to join Pyloon’s Saloon as a DJ.
