From the waypoint, walk to the main part of the city and you will see a Hobo Couture.
There are two ATMS nearby. Headbutt the ATM to get 1 dollar each time. This means you need to headbutt 500 times.
I’m not sure if there’s a shortcut for this.
The quest completes once you’re done withdrawing 500 bucks.
