The Coordinates Of Sun And Rain is one of the new domains in Sumeru.
You may have to complete certain quests before being able to get there.

Complete the Varuna Gatha quests
The domain is located in the southern part of Apam Woods.
If not mistaken, you can do the whole line of Varuna Gatha quests first.
In the end, you’ll be able to enter a hole under the Varunastra which is the huge tree in the middle of Apam Woods.
Once you enter the hole, continue ahead and you’ll reach the tree that allows you to change weather. You will get the Rhythm of the Water Source after you’ve done A Prayer For Rain On The Fecund Land which allows you to change the weather here.
How to unlock the domain
Inside the same area, you will see the domain blocked by a Dendro barrier.
There’s also a Dendro statue in front. Activate it with a Dendro attack. Some four-leaf sigils will appear and you’ll see Dendro energy going towards it.
Then, use the four-leaf sigils and follow the Dendro energy’s direction. You will reach a Healthy Dendrograna that is not activated.
Play the rhythm to activate it. Summon the Healthy Dendrograna and use the four-leaf sigil to go back.
Use the Dendrograna and aim towards the floating plant above the Dendro statue to remove the barrier.
You’ll then be able to activate the domain of The Coordinates of Sun and Rain.
There may be another way to get to the domain but following the world quests is also straightforward.
