Witch Of The Wastes is a main quest under Act 5: Secrets Bartered, Fates Told in Diablo 4.
Your objective is to look for Valtha in the Cinder Wastes.

Find Valtha
Head east to the yellow circled area in the map to find Valtha.
You’ll discover that she’s at the topmost area of the border.
Search Valtha’s Hovel for Purified Quicksilver
Enter Valtha’s Hovel and search her stuff to find the Purified Quicksilver.
Speak with Valtha
After interacting with the items, she’ll appear. Talk to her.
Slay Valtha
You will then realize that she has sided with Elias. You’ll need to slay her.
During the fight, watch out for her blood magic especially the circles she form on the ground. They can be avoided as there’s time to react.
After the battle, pick up the Purified Quicksilver.
Bring Donan the Purified Quicksilver
You will then need to return to Donan by foot / horse. Teleporting seems to leave behind the quicksilver.
Place the Purified Quicksilver into the vial on the table.
Talk to Taissa
Speak with Taissa after.
The quest ends here. You’ll get an item, XP and coins.
