Piercing the Veil is a quest under Act 3: The Making of Monsters in Diablo 4.
Your objective is to find Elias within the Exalted Terrace.

Find Elias
You just need to explore the area and head towards Elias’ location. There are no enemies in the area.
Speak to the noble to go through.
Bring Lorath to Elias
Continue walking all the way in until you see Elias.
Slay Elias
Here, you’ll need to defeat Elias. The fight is simple as it’s not the main fight.
Investigate the blood petals after the fight.
Defeat Elias again
Elias will appear again from the door.
You’ll need to fight Elias again. This time, he’ll summon some demons.
Take him down.
Find the Sightless Eye
Continue to follow the path to look for the Sightless Eye.
You’ll eventually meet another Elias. Defeat him again.
Slay Elias again
Go towards the last room and fight Elias the fourth time. Defeat him again.
This time, it takes longer as more demons spawn and his health is bigger.
Speak to Lorath
After the fight, speak to Lorath as he takes the Sightless Eye.
Leave the room via the window.
