Speak with Meshif
After arriving at The Outer Gardens, talk to Meshif.
Find the entrance to the Exalted Terrace
Head all the way up to get to the entrance. You’ll see all the disciples of Lilith.
Head to the Palace Door.
Talk to the Anointed Noble to go through.
