Whispers From The Past is a campaign quest under Act 3: The Making of Monsters in Diablo 4.
Your objective is to look for Elias at the Tyrant Courts.

Go to the Offal Pits
Head to the Offal Pits as marked in the map below to find Lorath.
Talk to him at the entrance of the Offal Pits.
Find the entrance to the old escape tunnel
After getting information of the tunnel from Oyuun, look for the entrance to the old escape tunnel. There will be some demons inside.
You will then reach the gate. Talk to Lorath to proceed.
Eavesdrop through the wall
You will then see a gap to eavesdrop through the wall. You will learn that Elias wants to summon Andariel back to the world.
Search for Elias
Continue to the Tyrant’s Court. Search for Elias in the area.
There’ll be more enemies here.
Inspect the ward of sealing
Keep exploring until you find the ward of sealing.
Search for information on Elias’ ritual
Enter the room and look for information on Elias’ ritual.
Leave the room via a hidden bookshelf path.
Speak with Lorath outside and the quest ends here.
