Harrowed Lament is a quest under Act 2: The Knife Twists Again in Diablo 4.
Your objective is to destroy the Risen Remains and find Arlo.

Destroy the Risen Remains
After exiting the cairn in the previous quest, you’ll come across spirits and Risen Remains. Destroy the Risen Remains to get rid of some of the fog.
Defeat the spirits in the area as well.
Speak with Arlo
After the spirits are gone, talk to Arlo who lives here.
Find and destroy two more Risen Remains
There are two more Risen Remains; both marked on the map.
Head to each area and destroy the Risen Remains. There’ll be plenty of spirits in the area as well.
Speak with Arlo
Now that the roads are clear, return to Arlo to get him to go to Braestaig.
