Go to the mining camp
From the town area, head northeast to the mining camp at Pine Hill as marked on the map below.
When you reach the area, you’ll see Vigo there and you’ll meet a young girl as well.
Follow Vigo to the Ore Hoist
Next, follow Vigo to the Ore Hoist. It will be stuck so you have to go around it and deal with the enemies along the way.
