Free Billy is a quest available in Mornwood Falls in Goat Simulator 3.
Your objective is to free a whale inside the zoo and is a reference to Free Willy.

Rescue that poor thing
When you reach the area, you’ll see Billy the Whale inside a small cube. To free him, just headbutt the casing if not mistaken.
Then, link Billy and drag him all the way to the sea which is nearby.
The quest ends after Billy gets into the water and eventually gets eaten by another bigger whale.
