Cry From The Eleazar Hospital is an Archon quest in the new 3.1 Sumeru update.
Your objective is to investigate the sound of crying from the Eleazar Hospital nearby.

Look for the person mentioned by Alhaitham
First of all, look for the woman you spoke to when getting information as she has more stuff to say. Head to her house and knock the door.
Go to Dar al Shifa
Next, go to Dar al Shifa to investigate the crying noises at night. It’s just south of Aaru Village as shown in the map below.
Defeat the monsters
When you reach the area, defeat the monsters.
Investigate the elemental monuments
You will then need to activate three more Dendro monuments around the hospital.
Some of them may be locked but as you go near, monsters will spawn. Defeat the monsters to unlock the monuments and use Dendro to activate them.
Go to the lower level of the hospital
Enter the hospital again and head to the lower level.
Ancient key (optional)
After the cutscene, you have to go back to the village chief’s house.
Before you leave, you can investigate the glowing thing on the ground. You will get an Ancient Key.
The key is used on a drawer. The drawer is located near the hole inside the hospital before you jumped to the lower level.
When you open the drawer, you’ll get a Diagnostic Report.
Also, you will unlock an achievement titled Before My Time.
Basically, the information tells you about an underground ruins in Dar al Shifa. You can use this guide to access the underground ruins.
Return to the village chief’s house
Head back to the village chief’s house to meet up with everybody.
Follow Cyno
Next, follow Cyno. Head to the marker shown in the map below.
You will see Cyno waiting for you.
Follow him all the way until you meet Dehya and the Eremites.
The quest ends after the cutscene.
