When All Return To The Waters is an Archon quest under Chapter 4: Act 2 of Genshin Impact.
Your objective is to find evidence that Marcel is behind framing Callas as Jacques’ murderer.

Go to the place Melus mentioned
As the quest begins, you’ll find yourself at a beach. Dive into the water.
Swim towards the marked area to find Marcel’s lair underwater.
In the meantime, Tartaglia (Childe) is being held on trial for murdering Jacques.
Choose the evidence
Use the suspect analysis for Navia to bring Marcel to court.
You will then need to refute the story using the new evidence.
Explore the area
You’ll now be back to the Traveler. Swim towards the marked area to explore further.
You will then be able to change your party setup if you wish to but the enemies are quite easy.
Enter the area and defeat the enemies.
Start the device to operate the elevator.
Find a way up
In the next area, you’ll need to go up but there’s no path.
Go underwater instead. Get the shockwave ability from the fish and destroy the rocks.
Swim to the new path and surface. Interact with the device to raise the water level.
Go to the next marked area.
Defeat the enemies first and get the chest.
Use the device to raise the water level further.
You can now access the top path.
Defeat the enemies
You’ll meet more enemies. Take them down.
Continue following the path to the inner sanctum.
Examine the area for clues
Press “E” and you’ll see all the clues you have to investigate. There are around five of them.
After you’re done with all, you need to find evidence of Vacher.
Go to the miscellaneous pile to find the evidence.
You’ll get Vigneire’s Notebook.
During the trial, you have to present it as evidence.
After it has been established that Marcel is the culprit, the Oratrice for some reason finds Tartaglia guilty as well.
He tries to fight his way through but Neuvillette subdues him.
Leave the opera house
Head towards the exit of the opera house.
Bring Marcel to the fountain plaza
Marcel then asks the Traveler to bring him to where he saw his dead partner. Head to the fountain plaza.
Talk to Neuvillette
After all the cutscenes, talk to Neuvillette and ask him about some stuff.
The quest and Act 2 end here.
